Ice Crystal II

Here’s a full feathery ice crystal from beside a stream; the closeup from23Jan is of a similar crystal to this:

The upright part is maybe a 10 to 15 mm high. The crystal was growing on a snowy stream bank, about a foot above running water. Water vapor from the stream must be the source, but I love an explanation of why they only form in extreme cold.
